This would be a good time of the year to fix it!
you will bee to drain the top pond, clean it and
find the crack. The buy a product at Home Depot call water stop. (small yellow bucket made by Quick Crete) The stuff is great, drys fast, and can dry under water! I have use it on a wall I have made of rock and mortar. I have fixed leaks while they are running.
The sruff drys quick so just make small batches.
after you have found the crack and repaired it.
Would could use a cheap paint brush and brush on a thin layer over the whole pond, just make it up and thin it with water. And then if you realy
what it to last you could just buy some mortar mix ( they sell small bags ) and mix it up into a thin paste and paint the whole thing again.
or just use you hands ( with gloves ) and jsut spread it over the surface. Keep in mind, that the lime in the mortar mix can kill your fish.
So after if drys fill it with water and let sit and remove the water, do that a couple of time and that will help to remove the lime.
