I have a salt water chlorinator on my swimming pool, and it says to ask for water softener salt by the bag, which is the same quality as rock salt, only much finer and easier to dissolve. I've bought it at HEB in 40lb bags, so I know they have it locally.
But if you have to use rock salt, you can probably make sure it dissolves well by putting it in a spaghetti strainer or panty hose and hanging it into a flowing waterfall until it disappears. Your arm will probably get tired. :-)
