I would:
1) fill the pond, do not turn on the pump(s) for 24 hours. If water is not lost then the problem is in the water fall and/or plumbing, repair and repeat test. If water is lost then then do step 2.
2) fill the pond, do not turn on the pump(s). Let the water level drop until it stablizes for at least 12 hours. This level identifies where the 1st leak it at. Repair.
3)Repeat step 2 until the it is holding the water.
4 Once your pond is holding the water, turn the pump on and test. If water is lost then a problem remains in the waterfall and/or the plumbing.
