Tom, I'd avoid ledges entirely -- you lose a large amount of space, get far fewer gallons of water, and the ledges themselves become "raccoon sushi bars". Plus, you mention turtles, ledges will be easy escape routes for them. You are more likely to keep your turtles around if you put their sunning rocks in the middle of the pond.

Instead of ledges, use plastic patio tables or cinder blocks where you want plants. If you are really determined to have ledges, then I'd suggest building them with blocks, although you need to be careful of the sharp edges against the rubber liner.
