The place to start is to figure out where you will place the pond. Considering that this will be at an Elementary School, safety will be a primary concern.
Once you have your place picked out, you will need to consider the size you are looking for. Typically, most pond owners will tell you "bigger is better". However, in your situation, your location, budget, and time allowance will dictate your decision about the size. The bigger you make it, the more time and money you need; not only for the initial installation, but also for maintenance.
Beyond this, it will become a matter of personal taste. Decisions on how many and what type of fish, aquatic plants, and landscaping.
