I don't have a suggestion, but a question for you. Are the lights and pump on any type of timer? Is anything else plugged into the outdoor receptacle?
I am in the electronics industry and I've seen one bad electronic product that appeared to be good, causing another good product to appear to be bad. They were both connected to the same duplex receptacle. If you have your pump on a timer, remove the timer.
