nitrate and nitrite levels going up

We had to rebuild our pond unexpectedly, and didn't finish the new structure until about six weeks ago. Its about 1200 gallons with a pea gravel bio-filter flowing from bottom to the top and out as a water fall. We lost most of our underwater plants in the transition, but managed to save most of the goldfish (no koi). So now that its cold, the nitrite concentration started to rise. I did a 25% (about) water change, and that helped but now the nitrate levels are also rising. Can anyone give me advice about how to handle nitrate/nitrite problems in the winter? Is it too cold to add plants right now?
