Hi Rick
I am not sure what bioslime is, but if you are referring the barrier that the beneficial bacteria builds up, I am pretty sure the barley will not affect it at all.

As far as the filter/UV: Remember first of all no filter will actually filter out algae. It might catch dead algae which has already died and clumped together. I don't know much about UV. However you might want to do a little online research as to whether 20W is actually enough for a pond like yours, both in size and sun exposure. It is almost a given that manufactures overstate the amount of water that can be pumped, handled and cleaned on just about everything. I do know that effectiveness of a UV on algae (and bacteria) is in direct relation to exposure time. I may very well be wrong but I would say that water rushing pass your UV at 2000 gph does not allow enough time for it to be effective. If I ever set up a UV I would set it up independent of my filter flow and have the water going through it at a much slower rate (500 gph?). Again, consider my level of professed expertise (none), but if you can remove the UV I would try to divert some of your flow to your UV. HTH
Bill
