If the algea is not out of control, i.e. not taking over the pond, you may want to leave it until your plants get going in a month or so. The algea will start to provide a home for the benifical bacteria as well as breakdown the nitrates. The algea will also begin to provide your fish with some nutrition until the water warms up enough to feed the fish.
As for the Cedarcide, I have heard folks have a fair amount of success with it. However, keep in mind that the algea is forming do to available nitrates in the water. If you remove the algea, your intentional plants may not have come out of dormancy yet, you will have nothing to remove the nitrates. Good luck...
