A good source for the pond hardware is Hill Country Water Gardens in Cedar Park or Emerald Gardens in South Austin. As for underlayment, old carpet works great. Most carpet stores would be happy for you to lighten their dumpster a bit.
For tips on construction, swing by one of our regular meetings on the 3rd Monday of each month at 7pm in the Austin Area Garden Center in the Zilker Botanical Gardens. Another good source of information will be the 12th annual Greater Austin Tour of Ponds comming up on July 15&16.
