There are a number of insects that will feast on leaves of plants, but liliy pads are typically too thick for even the hungriest of insects. I have tried to look up a few possibilities for you, but have not found too much. What do the edges of the holes look like and do you have Koi in your pond? This time of year, Koi will start to become active and may nibble on the young pads emerging from the bottom (and they feed at night). If this is the case, do not try feeding your Koi in an effort to give them an alternative food source. Unless the water temp in your pond is consistantly warm enough to maintain a healthy bacteria growth, you may do more harm then good.
