The limestone won't hurt the fish -- your water there is probably as hard as ours here in Austin, since it comes out of high pH ground. That said, the limestone itself won't hold water. It will have to be sealed. You may not have to go the full gunite route -- it depends on how much the area shifts and moves -- but you'll have to seal it somehow. There are plasters, spray-on liners, paint on liners, etc. to consider.
