If you have removed all the water, how long did you wait to re-introduce the fish? With tap water, many municipalities are now using chloramine, which take several weeks to evaporate out. Also, if you have cleaned all of your filters, rocks, and pots, you may not have any effective biological filtration. How many fish are you trying to add? Also, the initial fish kill could have been a bacteria upset. If you cleaned with chemicals, they will take several water changes to remove. A pesticide runoff into the pond may also be a possibility. It is very difficult to remove pesticides out of a pond system as rocks and soils will leach the pesticides for a long time. The speed with which you describe the new fish dying seems to indicate shock due to changed water conditions, not any illness or disease. -good luck
