The best heron deterrent is a Scarecrow (motion-activated water jet). You have to be careful, though, because it is indiscriminate and will spray you too if you walk in front of it! Your next best bets are decoys -- realistic looking/sized alligator heads are best, but you have to move them around.
More extreme measures are to cover the pond with netting or string fishing line above the pond. You can also string wire or fishing line around the pond, about knee height (to a heron). These all work great, but of course detract from the look.
If a heron has found your pond you'll probably have to do something. Heron's don't easily give up.
